For a short vacation from Kansas City, I'd definitely suggest the Dominican Republic (Puerto Plata). You can get there in one day, minimal time zone issues, some cheap flights, no visa required (but a passport is, of course)

It is an all-inclusive in the Dominican Republic. No Spanish needed, nothing to worry about. Luxury beachside resort with ladies on the premises. Your daily rate (which is a lot, I know) covers all meals, alcohol, room, and one companion for 24 hours. Additional companions can be had at an hourly or daily rate. MWV is the best if you are nervous about traveling, don't speak Spanish, or don't want to worry about any of the little things. It is located in the center of the north coast tourism area, so plenty of stuff to do (fishing, golfing, scuba, nightlife, etc).
Oxygen Resort is a similar deal. It costs a little more, but they let you switch girls during the day. They are located in a crappy neighborhood quite a ways from the beach, but if you don't ever leave the bedroom who cares?
If you want to go cheaper but still have a controlled, safe experience, check out Blackbeards (Barba Negra).

It is not all inclusive. Rooms start at $55 a day. All deals with the girls are individual, you can agree on an hour, an afternoon, or all night. They do have fixed rates for the girls so you know what you are gonna pay. Most girls won't speak much English beyond money, but sign language works, and there are always people around who can help translate if you need.
Blackbeard's can be a LOT cheaper than My Wild Vacation. However it is not a beachside luxury resort. It is miles away from anything so you will need a car or hire taxis. Also, all meals and drinks are a la carte, so if you drink a lot (or buy a lot of drinks for the ladies) you can very quickly spend a bunch of money. But if you are careful, you can have a great time for $200 a day or less.
And of course you can always go it on your own. A decent hotel room in Sosua or Puerto Plata can be had for $35. Meals for $10 easy if you don't want fancy. Head to a disco ($5 including first drink) and pick up a working girl. You'll pay gringo price of $50 an hour or so, unless you can negotiate well (they'll ask $100). It's a lot riskier than Blackbeard's or MWV, both from a safety point of view as well as just having things go wrong (getting lost, not finding a girl, getting cheated).
If the Dominican girls are not your preference, you could also go to Costa Rica. In San Jose there are lots of hotels with bars in them filled with working girls. Hotel Del Rey is famous for the blue marlin bar. The girls will ask for $100 an hour, but you can negotiate. Many more will speak English there than in the DR. Plus girls from all over the Caribbean and South America go there to work, so there is a lot of variety. San Juan is not near a beach, but there is a LOT of good touristy things to do in and around teh city.
Finally, I agree with a couple of the posters above. If you can take teh time check out the Philippines. Full of LBFMs who will spend the night with you for less than I'd spend on dinner here. Tons of pickup bars (like the picture above) full of girls waiting for you to say "I'll have that one please"
The problem with the Philippines is you lose a good day traveling there, plus two days traveling back. So a trip less than 10 days is not worth much. Also the time zone change is an issue, although not so much when you are there. At midnight it will feel like morning, so that's a good thing. But when you get home you'll be dragging ass for a few days -- at least I always do.
I could talk about this for hours -- haven't even mentioned Colombia or Brazil or Hamburg or Prague or Bangkok or Naples or Panama City. Feel free to ask me anything you like.
Edit: Well, I will say that hands-down if you want the best looking women in the world for the best price, look into Medellin, Colombia.
