403 Forbidden Error

I’m not able to access eccie on my iPhone using private browsing in the Safari browser. There was an iPhone update recently. It always worked before. I cleaned the cache and history even though I didn’t think I had to do that for private browsing because it wouldn’t save any of that if I closed the tab. I’m using Firefox focus on the iPhone right now but it also was not working yesterday. Is there a Safari setting that will make the site work? Is there a DNS attack going on? Help if you can?

The update could be causing and issue, but it is unknown at this time.
