I think it is rare that a landlord comes into an apartment of any reason... unless they know there's a problem with the plumbing or something like that...
I'm guessing (can google/ChatPT it) that landlords have to warn a tenant and the tenant has to agree on a time for an apartment manager or maintenance person coming into an apartment....

It is in her lease that the landlord WILL do inspections. She did not do anything indiscreet.
And, for what it is worth, I live in an expensive high-rise apartment in downtown and there is a clause like that in MY lease.
And if you re-read my first tweet, I said that the landlord does give notice - 24 hours. Which is totally insufficient.
