I do not believe either Northam or Herring is racist - but a photo made under mores and culture of 30-40 years ago destroys their careers and reputation in public service.
Judged by a completely different standard than was in effect at the time of the "Infraction"

Fine - I am not perfect - raised in a town in which I remember colored water fountains and segregation. I remember the integration of my junior high school- which went well BTW. If that makes me "Racist" to the PC police - well - F ___ the PC Police.
