Perhaps I misread this, seems the dept heads may be looking for ...easy hobby targets!
To justify their future in the budget lineup.
Anyone else think this way?

I think you're mis-reading the article for whatever reason you seem to think.

the article talks about staffing changes in the police under a new police chief that may or may not happen. I've read the comments below the article and the consensus there about the new EBR chief is not positive.

The article only states that a new Police Chief has been sworn in. He is simply stating some things he would like to change. He feels more supervision is needed in the Uniform Patrol sectors of the dept. also the dept is 70 men light. so he would like to hire over a short period of time 70 new officers to fill the slots. His views on Community Policing is very strong and he plans to utilize that concept during his administration. Nothing in this article was stated or implied that a crack down on internet Prostitution was a priority, although vice type stings will always take place from time to time.
