I'd stay somewhere on Pinhook and/or Kaliste Saloom. While you're in town you should definitely check out the Blue Dog Cafe. Great food, super cool original Blue Dog paintings, and a great bar.

FYI - Festival International is from 4/27 - 4/30, so rooms will be hard to find and more expensive than pretty much any time the rest of the year. It's a great festival though, so if you're in town have fun!
