Agreed. It relieves the enforcer of any responsibility for having to use personal judgement or discretion in the enforcement of the rules. I could easily get on my soapbox about why this kind of thinking is destroying our great country.

Based on a quick, unscientific, subjective review of current ads, I would say the answer is somewhere around 1.5 points.

Then again, thats assuming points are awarded similarly to how rates are set.
