How straightforward or easy is the initial setup for the new Luna(2)? Given the heavy construction and traffic in the city, is there a preferred area to stay in or a specific hotel that offers better accessibility for this? Thanks for any insight!

Set up is easy. If you pick her up she doesn't count it against your time. Any hotel you want. Like I said she doesn't count it against your time picking her up and then taking her back.
