That's a recipe for mediocrity. We should encourage immigration of the skilled and the best and the brightest. Long term the US has averaged maybe 12% of the population being foreign born. It's higher now and was higher before 1930. It took a dive during the great depression and didn't rebound above 12% until roughly the year 2000.

Twelve percent's not a bad number. It's one of the reasons America is a dynamic, growing powerhouse, while Europe and Japan stagnate.

And yeah, the current number, around 15.5%, is probably too high. And too many are unskilled. We need people to work on farms and slaughterhouses and the like, but a guest worker program makes more sense for them.
