Biden did not have any debate issues with the Trump for the 2020 presidential election. Biden's first year in office was normal. Something definitely happened during years two or three for Biden to have a total meltdown in the second debate with Trump for the 2024 presidential election. There was some decline starting in year two or three, I would agree with you with about that.

Obama saw signs of Biden's mind wandering while he was vice president. there's a reason Biden didn't make many public appearances and when he did in 2020 he was a train wreck of gaffes.
Obama discouraged Biden from running in 2016 for several reasons including Clinton being much closer to Obama's ideology than Biden and the legit issue his son Beau Biden had recently died. Obama and his staff also knew Biden was already having issues focusing during meetings.

Comey continued: “Obama would politely agree, but something in his expression suggested he knew full well that for the next five or 10 minutes we would all be heading in Direction Z. After listening and patiently waiting, President Obama would then bring the conversation back on course.”
