Noem was right
The Constitution vested Lincoln, as it does all Presidents, with broad authority to respond to an existential emergency. But Trump has yet to show that the nation faces one. The Supreme Court has not yet addressed the question of whether a President can suspend the writ of habeas corpus, nor what qualifies as a “rebellion or invasion.” During the Civil War, the Supreme Court never stopped Lincoln, and no President has since tried to suspend habeas on his own. Should the Trump White House take that fateful step, claiming that illegal immigration amounts to an invasion, the Court will also have to decide whether the judiciary can overturn his decision. But it should not rely on Abraham Lincoln and the Civil War as proof that only Congress can suspend habeas corpus.

The Civil War 1863 suspension act was repealed.
So back to the original constitutional clause in Article 1, Section 9.
There have been multiple court cases where folks try to expand and /or restrict the role of Habeas Corpus. The Supremes frequently state that the "scope" of HA is what it was at the time of the Constitution's ratification.

SCOTUS never gave a final ruling on it. Lincoln revoked it unilaterally in 1861. Congress didn’t act until 1863. SCOTUS hasn’t defined what an invasion is. Allied forces invaded Normandy with 160,000 troops. We were invaded by 10 million + illegals. Who knows what they would decide. Mebbe Trump will force their hand. Mebbe he won’t.

Habeas Corpus is not a "constitutional right that the president has to be able to remove people from this country". That's not at all what Habeas Corpus is. In fact, that's the polar opposite of what it is. It's not a right the President has. It's a right the people have.

It's pretty clear that Noem's definition was one of the worst answers by a government official this year.
She hasn't cosplayed as a clown yet, but she's certainly got the act down pat for when she decides to don the makeup, nose and shoes
