Balancing power equally among the states is completely misguided. Montana gets 2 Senators and so does Texas? Compare the respective populations to understand how incredibly unfair that is.

Democracy has many variants. Churchill was referring generically to any system where people elect their own representatives and are, broadly speaking, self-governing. The U.K. has its own brand of (parliamentary) democracy, we have a federal system with our own rules, checks and balances. A parliamentary system does not automatically ensure the newly elected government receives the most popular votes either.
