Applying for asylum at the border is currently legal. Those currently applying for asylum have to apply either within the U.S. or a valid Port of Entry.

This is standard under international law, including the Geneva Convention, which the U.S. government helped shape AND of which portions were codified in U.S. law by Congress under the Refugee Act of 1980. So, even my suggestion to move that to be consular is problematic.
