The Video talks about the rational for the new cartridge:  
penetrating advanced body armor.  So, yeah it does have something to do with the current ammo.
They are keeping the M-4 and its 5.5 NATO cartridge though.  In talking with combat veterans from Viet Nam through the Iraq/Afghanistan wars, they say that at ranges within 300 yards (or meters if you insist) the M-4/M-16 and the 5.56   will really mess you up. The  new rifle and ammo will do that at extended ranges even if you are protected.
