I'm pretty sure this is correct. A dancer I used to see regularly at BDD told me once that her background check had expired and she had to go renew her fingerprints and background check before she could return to work.

I assume you also meant these paragraphs to apply to Houston? I've never seen this in Dallas. I can certainly see why it would be objectionable to a dancer unless she can mask her name and address.
Interestingly I did have a dancer refuse a drink a few weeks ago, and she then admitted rather sheepishly that she was under 21. From her appearance, I would have never guessed that.
