Now, believe it or not I am not trying to start anything negative.. I had a similar situation happen in SA... I was defending a beautiful young provider and I didn't think I was off topic but the mod, who yes, did not like me, gave me a warning for high jacking the thread... When I responded to him on that thread he pointed me for it... I can't remember how many points I was given but I think it was around 5... Was I annoyed? Yeah... but yes, technically they can do that...
On a positive note.. the 5 points really were not a big deal... and I just made sure not to do that again... The mods have a pretty thankless job... and they do this for free...
My one interaction with Scorpio was very positive and he was very helpful with all of my questions... he replied quickly...answered my questions in a timely manner and I thanked him for his efforts...
I cannot answer any of your other questions but he was very professional in his encounter with me a few months ago and he never asked for any SPECIAL FAVORS or DISCOUNTS... Course... I also, might not be his type...

UC is always off topic. I will state my opinion on a thread and he will always just attack because he doesn't like what I say. If I was as bad as him I would have been banned already. I don't ever start with him. He even goes to austin on a regular basis to troll but they are more laid back there so its ok. They wouldn't point him for responding to their post.

Well, this is off topic and another subject altogether.... Now, you could put UC on IGNORE, you can RTM all of his posts and claim cyber stalking ( but you do not seem like that sort of guy).... OR, you could learn to NOT LET WHAT HE SAYS affect you..

The other mod was probably sent in because he is impartial... if that doesn't work than OTHER MODS from other cities may visit to try and keep this from escalating...

Well, you cannot really tell if he is being pointed or not because he has been on here longer and knows better to react to being pointed... Also, it would be illogical to think that he does not have a few mod allies... He has been around since 2013 and has earned his stripes...
