Because its probably a terrorist attack on American soil, after the President assured us that ISIS has been contained, after the administration assured us that brining more refugees here would not pose a danger (not saying they were refugees in this case) and this does not help his cause, because it gives evidence that there are already sleeper cells here in the USA because of our open borders, which of course hurts his stance on immigration, this will not be called a terrorist attack by the administration, they simple cannot afford for it to be.
