Does wearing a seatbelt prevent wrecks from occurring? No, but we still wear them anyway. Just because one law may or may not have prevented this, does not mean the entire thing should be thrown out without even trying.

The entertainment industry and the media portray the mentally ill as having a higher than average propensity to violence. Where in actuality the mentally ill aren't any more prone to violence than the general population. If anything the mentally ill tend to become victims of violent crimes rather than perpetrators. I would be more inclined to restrict persons with serious mental conditions from obtaining firearms, not because they would commit a violent crime but rather their ability to become well trained and practice good safety measures could be compromised due to their condition. Incidentally a manifesto or a diary would not be an accurate indicator of a mental condition that would manifest itself through violence.
