No, actually that is EXACTLY what she said. She stated that her decision to use a personal email address was for convenience so that she wouldn't have to carry two devices.

OK look. She used her work phone for both work and personal email. She couldn't have used a second personal phone for her work, so she either had to use her work for both or carry two; one for work and one for personal. Her work phone has to be secure.
