Tariffs are supposed to be decided by Congress. The President has no authority to unilaterally

The Senate seems to have really hurt his case in the most recent vote where they declared there was no emergency and rejected the Canadian tariffs. At least if the tariffs fall away, the economy may yet be saved from the continuous downturn.

President Reagan was for free trade, and against tariffs unless a special circumstance arised.
