This is not a red line, testing, or blinking matter. Those are bullshit media driven narratives using one liners from headlines.
Neither is it a video game that can "be continued" tomorrow.
Even a misfired, misguided ICBM loaded and locked can have devastating consequences to many people including those in the U.S. (The Japanese power plant explosion affected our West Coast. Volcano eruptions and even the oil fires in Iraq spread around the world. The Russian nuclear plant explosion (Chernobyl) had long lasting devastating impact and still does. There are islands in the Pacific used for testing that are uninhabitable.)
In the final analysis the little fucker over there sells shit to anyone with money ... has and will ... particularly when economic sanctions start cutting into his porn and booze budget! NK provided missiles in the Iranian-Iraqi war and shipped them to Iraq in the ramp up to the Gulf War during Old Man Bush's efforts. (If I recall the Poles intercepted a shipment.)
