I'm not a big fan of tin foil hat wearing Alex Jones but the video of the Collin County Texas Judge meeting to discuss new metrics in determining caseload appears to be legit. The County Judge is heard expressing concerns about the revisions to certain definitions regarding caseloads.
The revised definition of positive cases by the CDC and Texas DSHS allows the public health departments to manipulate the number of positive cases as they want. So whatever fits the agenda. The model they show has several probable cases determined based on contact tracing for 1 positive PCR test. Caseload does not differentiate between positive cases and probable cases. THEY ARE ALL CONSIDERED COVID-19 CASES.
The number of cases since this revision was adopted(May 18) and implemented a couple weeks later could be over stating cases by as high at 15 - 16 fold by some estimates.

What's strange is you won't find any other news sources refuting the claims being made. It's just hard to find anything other than infowars regarding this.
The County Epidemiologist reporting the info to the county judge appears to have been in the job for a few years now.
The video also shows a clip of Dr. Birx explaining that deaths are reported as Covid deaths even if the patient presented with something else such as a heart failure. The cause of death is being listed as Covid or covid related as long as there is a positive test regardless of whether there were symptoms of Covid even if they were mild and not necessarily contributing to the cause of death.
