County Hospitals are funded by county taxes.
Ronald Reagan signed into law where hospitals can not turn away patients based on abality to pay.

I have no idea if you have some company insurance or you are self employed. Hard to discuss why your insurance went up...but you can bet your ass if someone in your family has a preexisting condition, it'd be a helluva lot more.
