This is such a tragic story. I feel for those who survived and lost loved ones.
Even with a life jacket, I don't know that I would put my family in the hands of a duck boat and it's operator.
That roof on the top makes it a death trap waiting to happen.

Even on the wiki it says:

"Safety Recommendations
The National Transportation Safety Board investigated the 1999 Arkansas disaster, recommending that tour companies eliminate the canopies on duck boats that shield passengers from the sun and rain because they can impede evacuation and even trap individuals on a sinking boat. The fateful Branson duck boat had a canopy. NTSB investigators were on the scene in Branson, but had not yet determined if it contributed to the loss of life.

The NTSB also recommended after the Arkansas drownings that all passengers aboard an amphibious excursion boat be required to wear life jackets from the outset of the tour. No victims aboard the Arkansas duck boat were wearing life jackets, authorities said.

But the U.S. Coast Guard did not implement either recommendation, leaving it up to duck boat operators to decide whether to adopt the safety suggestions. Tour companies considered them adverse to the experience aboard the duck boats.[14]"


Sorry if a life jacket provides an adverse reaction to the experience of possibly dying.

It should be as routine as putting a seat belt on.

Apparently an inspector has warned about these duck boats being not safe and of course, not the first time a company that was warned their product is not safe chose to ignore the warnings until a tragic accident happens:
