Besides "tax cuts" there have to be opportunities for businesses to relocate to the area and operate at lower cost with fewer restrictions.

Historical state numbers are meaningless when Federal regulations stifle growth and expansion of businesses, or drive them away from investing and growing in the region. Holding down taxes will increase growth so long as government doesn't spend excessively in the process.

Of course, if you're not paying taxes in the first place, it won't matter whether there is a "tax cut" or not. No skin off your ass!
