It's basically an unwritten rule of the protocol that we follow

if no meeting took place we move it to coed but the ROS still remains in private tags

My take is that it belongs in the review section ONLY for the purpose of making sure as many guys as possible can see that this provider (if that is what she is) has blown off not only me, but it looks like 3 other guys for a total of 4 in two days!!!! I for one would NEVER look in this section for an alert on a provider I should not call. Just my two cents.
