I'm in Texas. Is it illegal to directly offer money to a provider to touch her feet if you are not requesting anything else from her to be nude or any other sexual requests?

I don't believe so. You can pay people to tie you up, wrestle, worship, etc and it is legal. They are providing a service. There are many websites that offer those types of sessions.

No! There are many places who provide Pedicure and foot massages. Might get a citation for an illegal business without a license.

Depends what you touch with, LOL Most laws specifically state genitals or genital region, so hand to feet, most likely mouth isn't illegal.
