having dabbled in this area for some time across different countries and different states, I will offer my observations around your question.
In most areas, "alternative play" like this is actually less expensive than FS. The best example I can offer immediately is a place called the gates in SF.
www.thegatessm.com is they site, for any kind of bsdm play it is 160/hr and additional time is less expensive. The main thing is that there is no fs or bj offered.
The pricing is pretty much the same in LA, Chicago, Boston...but Texas (and some other areas of the south is seems) is still viewing this kind of play as "rare" so many providers will try to get a premium for it. I believe that the net result is that the higher prices deter many hobbyists from exploring where they may want to. Furthermore, having tried a number of the providers who offer these "alternatives" most of them are very inexperienced and simply feel that to offer it they just need to offer spanking or beating, or cock and ball torture with a stream of verbal abuse. All in all, I have been disappointed in texas to the point where I will just grab a cheap flight to SF and have an assured excellent time, and usually end up spending close to the same $ for a day trip as I would going to a local provider.
The only good experiences that I have had in texas are with 'vanilla" providers who are truly interested in learning about bsdm, but will explore with me inside a regular session. The main thing of importance being that they are into it. I had some of my best hobby memories with a fbsm provider who loved this kind of play and was thrilled that I would let her experiment on me, she really enjoyed this kind of play and never tried to charge me more for a session...the net result was, I did more sessions with her than any other provider that I ever met.
A certain flag for me is when I go to book a session, and am told the rate is more if I want to incorporate, strapon, prostate, fisting, toys...etc. After having done way too many of these that are just completely unfullfilling, I simply wont try a session where they provider thinks that they should get extra for these kinds of play, even if there is not fs.
