Well, their sugar refineries are generally located adjacent to rivers ... so your guess is as good as mine.

IMO the only thing I can applaud Carter for doing was shit-canning the Pemex-Texaco partnership deal ... brush up on the Pemex "retirement" benefits of which Texaco was supposed to accept 50% responsibility in the "profit" taking computations.

They make California look like a bunch of misers.
