See Texas Penal Code § 43.02 (emphasis above is mine).

Hiring a couple and watching them is, in my opinion, not 'engaging' in sexual conduct.

There's nothing in the Texas Penal code that prohibits masturbation in a private setting. So to answer your question, yes.

Unless you are in a public place, or where you may be seen by the public (and don't have an expectation of privacy, like doing yourself in your backyard with a fence up), then you aren't committing an offense against public lewdness or similar laws.

What goes on in private between consenting adults is generally legal (now that they've repealed the sodomy law).
