Who does one contact to nominate "contributors" who should be limited because of the unwanted havoc they cause normal posters?

Is there an appeals process available to those who feel they have unfairly been restricted?

Just asking for a friend.

Don't be too hard on them... my understanding is that it's an automated process they recently added to the system.
