Consider this: What if the lessee had a 12 month contract prior to the pandemic and didn't have an out? If they pay the rent the landlord is not responsible for enforcing the ordinance against them - that is the function of the government. When you have a lease you have legal authority to enter the property which usually cannot be abridged by the lessor.
