No citations (feel free to hunt for research articles yourself), but research in the area indicates...
On average, in terms of general intelligence, there is no male/female difference.
On average, there can be male/female differences in terms of specific types of intelligence. Apparently all of the differences in terms of specific types of intelligence average out when it comes to general intelligence.
If you do some research, make sure to look for methodological and measurement error, and try to use primary sources.
From personal experience, I can only address the opposite end of the spectrum: I am surrounded by an equal number of male and female idiots daily.
By the way, if you haven't seen Idiocracy, great movie.

Don't forget that women have two X chromosomes and men have one X and one Y. If something is recessive, they need it on both; men can have it on either. I think I also remember reading that the Y has less material than the X and that had something to do with being more vulnerable to age and disease -- but I may have remembered that incorrectly.

If you are meaning mechanical, engineering,
philosophical, mathematical, industrial, or
martial prowess: history speaks for itself.
Every aspect of the technologies required
for us to have this discourse was created by men.
Women are 8th day creations.
They can not know the depths of the
6th day jungle. They were not meant
to endure the abbatoir of men.
Women have a degree of intelligence that applies
to none of our academic disciplines. And men are
incapable of processing it due to OS differences.
It just goes right past us. A glassy eyed "huh"
is usually the best & only response we got.
My boys learn this.
Being a man sucks in more ways
than you'll hopefully ever find out.
We are disposable heroes.
We are here to secure, enable, defend,
entertain, comfort, and serve women.
We are nothing.
They are something.
Know your place, the women forget theirs.
The princess regents on the otherhand
are a handful. Women of any age detest
being told what their place is from any man.
I lucked thus far in that their female ideal
is Joan of Arc. Not sure how that will play out.

[Qbuzzworm, you gone all intelletual on us and you know I like smart azzes. Teach me professor Wormy... Female Anatomy 101. (side note - professor wormy caught me writing my phone number on a desk for a good time and had to do detention with him for an hour).
MS. Lay I can't teach much outside of my own education. I could step outside of my shell and administer a severe spanking if I were promised a reciprocal spanking. But outside of that and regarding lovin I'm just a little school boy trying to find good tutors who prefer taking a hands on approach.

If you're asking for who has a higher IQ, I wouldn't even begin to guess.
In general however, I would argue this question doesn't really have an answer. I think Psychologically speaking, guys tend to be better at certain things and girls are better at others.
I took a Psyc class in college. It has been theorized that men generally understand math better. Mens' memories tends to be based on distances, sizes, and shapes. Thus if you ask a man for directions, he would generally give high precision distances with only major landmarks. ("Go down Duke Street for two and a half miles. Turn right on Potbelly Ave.")
Women tend to understand language construction better. Their memories tend to be based upon colors, details, and specifics. In other words, when they are giving directions, they tend to use qualitative distances and then tell you to turn after the closest landmark. ("You go straight for a while, pass the mall-- you should see Sears. A few minutes after the mall, turn right. Just look for the Party Barn. It's right next to the McDonald's and the TJ Maxx. The right I'm talking about is the street after the Party Barn.")
In actuality these directions might get you to the same place following the exact same route, but they are followed very differently. They also suggest the differences in how men and women tend to think, and hence the question doesn't have an appropriate answer.

I know about the stereotypical differences that you mention, but the question was asked in the broadest sense possible.
Imagine that you could divide the entire world into males and females and look at how well they have managed their lives and how well they solved the problems that arose.

Let's keep the question as broad as possible and not get hung up on the stereotypical intelligences differences between the genders.
Let's agree that a successful life and a capacity for solving problems are the primary measures for smart.
