It simply boils down to Arpaio being a racist asshole who believed he was above the law that he was elected to uphold.

The president can pardon who he wants for federal crimes. Its sickening to see him abuse his power in such a way, however. Both sides of the aisle see this as a insult to law and order.

How would they do that? Federal judges are appointed for life. The only way to remove them is for the House to impeach and the Senate to convict, just like the POTUS. It hardly ever happens, and when it does, it has to be for a good reason.
