That's not correct. Beto is a Spanish nickname for Roberto. Worldwide and in Mexico, most Latinos pronounce it "bay-toe." If you don't believe me, plug the word into Google Translate and listen to it.
Robert Francis O'Rourke was either given or chose to use the Spanish nickname "Beto" because he grew up in El Paso and his first name is Robert.
You did correctly describe the way he pronounces his own name. It's a little comical, the guy's using a Spanish nickname but he doesn't pronounce it correctly.
The Mexican American Democrats and independents I know say "bay-toe," accent on the first syllable.
