Sigh, you don't understand it at all. All trucks have to follow this https://www.fmcsa.dot.gov/regulations

California didn't write rule they just copied and were supposed to enforce those regulations.

In my opinion The DOT rule change is punitive. The following statement sums up the matter perfectly.
