In a sense I think this tolerance IS an example of leadership by the ownership. Unless they are completely checked out and this is all on auto-pilot there's no way the owners of this board don't know of him and haven't at minimum reviewed his posting behavior. So it is reasonable to conclude that they have decided that the ways and contexts in which he violates the conduct guidelines are supportive of or at least not damaging to their goals for the board so far.

It would appear that they only care about page views. How else does he contribute to the community? He doesn't post reviews. He doesn't comment on reviews to agree with the OP of the review (which would mean that he's seen that particular provider). Who knows or cares. It works for you or it doesn't. When you conduct business, socialize or simply entertain yourself here you're a guest in somebody else's virtual clubhouse voluntarily and at their sufferance (as is Whispers who is self evidently suffered). Do you really expect to persuade the ownership to reevaluate their decisions and criteria or methods (assuming you know in full what they are) or get an explanation as to why they allow who to do what? Theoretically possible I guess...
