Live bait (mud minnows) is best. Flounder are ambush predators that dig in on the bottom and wait for the prey to come by. So dragging a mud minnow on the bottom works well.
Also, they strike by opening their wide mouth and sucking in the prey, clamping down to disable it. Then they open again to swallow it. The trick is to stop dragging when you first feel the hit, because it's possible to pull the hook out of the flounder's mouth when they go to swallow the mud minnow. Instead, wait a few seconds and slowly retrieve. If you feel weight on the line, then set the hook.
