Trump tried to use tariffs in a completely different random over reaching way than Nixon. The Supreme Court recognized that non of these could qualify as being needed under an emergency.
And they were correct.

Why does Trump say the foreign countries are paying the tariffs ?
The goods show up at our border. Then the importer has to pay the tariff to allow them into the country. Many times the cost of the tariff will be passed on to the American consumer.
Why don't the news organizations press him on this incorrect answer he gives ?
