If there's really a question about who "Q" is (the poster of the so-called "Q Drops"), it's pretty well established that "Q" is not a single individual, and the identity as "Q" was passed around (sometimes literally taken, by fraud and deceit) among a few different individuals who were in the inner circle on 4Chan and 8Chan. No one who ever had control of the "Q" identity was involved in the government or had any actual access to DT, and the "Q Drops" were fabrications, made up out of whole cloth. But people took it and ran with it, and the whole thing took on a life of it's own...
