Vaccines don't evolve. Viruses mutate, as in they change a little. Change can mean various things. They can change to be more virulent or even less virulent or change to enhance a specific symptom. Vaccines are just altered in hopes of accommodating the changes which takes place in the Virus. Evolve isn't the right terminology. Evolve indicates the Virus would change from one type to the next, that's not a happening thing.

If they don't evolve on their own then they aren't evolving. Vaccines are reformulated to accommodate the changes in the virus. Evolving is not the proper term. Evolving would indicate there is no outside influence. A vaccine cannot change unless there is interaction by a technician for the vaccine to change to combat the changes in the virus the vaccine is designed to suppress.
