Unfortunately, it's not nearly as cut and dried as a person might think. It's important to know a person's history before deciding how to deal with a violation, which means having access into that person's account.
I wouldn't want someone I hired off the street trying to decide what is a violation (there is a great big gray area "I am a porn star" vs "Let me be your personal porn star") and then punishing people for it.
It's a crappy job, it affects the providers livelihood, and if it's going to be done I would be the one doing it because I am responsible for all major decisions in the end.
Problem is, it's just not humanly possible for me to monitor the board very well. There were simply too many Ads and too many violations. If I can't manage it and do it well.... a person off the street won't be able to either.
Really though, the Ad Board had very little traffic from clients. I'm quite sure that providers won't see a big decrease in business because of this, because the majority of clients use the Advanced Search to browse the main Listings. The main Listing are still as they always were and are totally free.
