"Tacit approval" and "a wink and a nod" is not an officially stated/funded/sanctioned US foreign policy....especially when one officially claims to be neutral....and demands to be treated as neutral by belligerent warring nations.

Yeah, they did.

Ambassador Herrick was Wilson's ambassador to France between 1912 and 1914. When the first American Flyboys approached him about serving in the French air force. Herrick gave them the "official spiel" about America being neutral, and all, but then the ambassador purportedly hammered the table with his fist and added: "If I was young and in your shoes, by God I know mighty well what I would do!"

Those young men then went off and enlisted in the French service.
