It is fair to say on day 1 that Obama was not personally responsible for the decision to close the WWII memorial. However, by day 2 he had plenty of time to direct his staff to be intelligent about this and open it up. On day 1 they called his staff in an effort to address the situation and were ignored. The fact that they are putting more effort in keeping it closed than being rational can now be blamed on Obama.
