French Kiss
Well, that is certainly an interesting question.
Maybe it is just one of those things that travelers to other countries discovered and gave it that name when they returned back home.
Some countries seem to be more advanced in certain technical things and some more inhibited in sexual matters. Maybe soldiers who worked on farms before suddenly found French women using their tongues to kiss and that name stuck.
. . . Personally, I don't see the attraction of the "Russian" thing, but I do love a girl who knows how to kiss if she's French or not!
