Wouldn't that be great ...

I think P411 is a great service, and everything you said is technically true. However, while the service itself is great, how the providers choose to use it can be frustrating. I had a membership for 1 year and managed to see one provider in that time. I went into it thinking exactly as you stated - that it's a great way to get independently verified for a basic level of credibility. However, it's not a guarantee that any of the providers (even those listed as newbie friendly) will still see you even with that basic credibility.
Except for the single provider who I saw (and she gave me an "ok") near the beginning of my membership, every provider I contacted after that either said the ok wasn't recent enough (more than 2 months out), I didn't have enough oks, or I still needed to provide them with my name, employer's phone number, and a driver's license. I wasn't comfortable giving personal information like that out. At the end of the year, it just wasn't worth my effort/money to renew my membership.
These aren't failings of P411, just the preferences of the providers that use it. It's worth a shot, so give it a try. Just don't think it's going to be your golden ticket to the candy store, because it may not be.
