A bit of education is in order here.

The report that got everyone's panties in a wad was for the rates of congenital syphilis in Bexar county. Congenital syphilis is transmitted from mother to the baby in the womb. That's all the report covered. The statistical numbers were so small that any sort of increase will give you wild percentage increases.

For example, if there were 5 cases last year and 10 cases this year, that's a 100% increase. The news media, which is in the business of selling advertising to viewers, is going to jump on this "100% increase" and sensationalize it in order to get people to watch the news. "100% increase" sounds a lot more ominous than "5 more cases than last year."

The actual number was 18 cases. Roughly 25,000 babies are born in Bexar county each year, so the infection rate is 0.00072%. Which means that 99.99928% are born without syphilis.
