Have to agree that anyone seeing an SP is much safer in Canada than in the U.S and that's why many from the U.S. will travel to Canada taking into account the additional travel time/expenses and border issues that have to be dealt with too.
You're stuck with Niagara Falls. Considering that FE doesn't have any SC anymore - at one time there were 3! - when times were much better and there were some SPs in FE...although I think there are 2 in the area (one supposedly retiring in January).

Although the SP profession is legal in Canada, there are still LE issues associated with the profession, so saying there is NO LE worries is not quite true.
Granted the LE issues are significantly less than in the U.S. and along with the quality services of the SPs in the Niagara region - agency, indy, many on BP - have an edge over seeing an SP in the U.S.
I agree that communication and setting things up with SPs is much easier in Canada than in the U.S.
