I got to thinking about it, and if you’ll notice, this guy was hitting the upper middle class, massage stores, licensed, with licensed therapist, and probably don’t offer full service.
Most of those girls would have no problem calling the police.
I think the suburban strip center 24 hour places are more vulnerable target for this kind of thing. Most of the girls are illegal, without licenses.
These stores were all in high traffic areas, in nice neighborhoods. This guy was operating in broad daylight.

The 24 hours/FS spots have more protection as well. Meaning organized crime, who won't hesitate to handle their own business.
