You're not completely correct, but you're close. Touching anywhere clothed or not is fine for a UC. Penetration genital/digital is going to be a no-go. Yes, LE can/WILL lie to you. No, it's not entrapment. I'd always have a decent chuckle when providers would screen you to make sure you're not LE. You can screen for safety but if vice team wanted fake ID's linkedins, IGs, Twitters, fake phone numbers they could get them, even in a backward state like that one that isn't CONN.

Is he at risk even though "happy ending" was said? That can be alot of things. When I get a massage they end it with a head massage, it feels sooooo good and I'm "happy".
